A partir de marzo, la factura de acueducto y alcantarillado incluirá tasa de aseo para los usuarios de energía prepago EPM La medida es una exigencia que la Superintendencia de Servicios Públicos y la Comisión de Regulación de Agua Potable y Saneamiento Básico (CRA), impone a Aguas de Urabá. Los operadores de aseo Urabá Limpio, Turbo Limpio, Empresa de Aseo de Carepa y Empresa de Aseo de Mutatá, suscribieron convenio con Aguas de Urabá para cobrar la tasa de aseo a usuarios de energía prepago mediante la factura de acueducto y alcantarillado. A partir de marzo, la factura de Aguas de Urabá incluirá el cobro del servicio de aseo a 3.479 usuarios de energía prepago de EPM de Apartadó, Turbo, Carepa y el corregimiento de Bajirá. La medida es una exigencia que la Superintendencia de Servicios Públicos y la Comisión de Regulación de Agua Potable y Saneamiento Básico (CRA), impone a Aguas de Urabá para que sirva como intermediaria en la facturación y recaudo de la tasa de aseo, que corresponde a los operadores Urabá Limpio, Turbo Limpio, Empresa de Aseo de Carepa y Empresa de Aseo de Mutatá.
Desde el último trimestre del año pasado, cuando EPM incursionó en energía prepago, los operadores de aseo sintieron la necesidad de buscar mecanismos alternativos para el cobro del servicio de aseo a los usuarios de energía prepago, en vista de que ya estos no recibían facturación por parte de EPM. Recurrieron, entonces, al Decreto 2668 de 1999, que hace referencia al proceso de facturación conjunta para las empresas prestadoras de servicios públicos domiciliarios, y solicitaron a la Superintendencia de Servicios Públicos y a la Comisión de Regulación de Agua Potable y Saneamiento Básico (CRA) que se adelantara ese proceso conjuntamente con Aguas de Urabá.
Aguas de Urabá se acogió a las disposiciones legales de estos entes regulatorios y suscribió convenios con los operadores de aseo mencionados, para incluir el cobro del servicio de aseo en la factura de acueducto y alcantarillado, pero es consciente de que la medida afectará a los usuarios, pues ya no serán dos los conceptos asociados a la factura, es decir acueducto y alcantarillado, sino que serán tres, incluyendo la tasa de aseo que cobran Urabá Limpio, Turbo Limpio, Empresa de Aseo de Carepa y Empresa de Aseo de Mutatá, de acuerdo con la tarifa correspondiente para cada municipio; por tanto, los usuarios de energía prepago notarán el incremento en su factura.
Por lo anterior, el Gerente de Aguas de Urabá, Carlos Alfonso López Parra, manifiesta que “la empresa no está cobrando la tasa de aseo, sino sirviendo como intermediaria para la facturación y recaudo de este concepto a los usuarios de energía prepago; la tasa de aseo la cobran los operadores de aseo mencionados […] Aguas de Urabá está obedeciendo una exigencia de la ley, para que dichas empresas puedan cobrar un servicio que deben pagar quienes lo reciben”. También aclara que en caso de no aceptar la exigencia, Aguas de Urabá podría recibir sanciones por parte de los entes regulatorios e invita a la comunidad a acogerse a la medida pagando puntualmente su factura, ya que de esto depende que las empresas de servicios públicos domiciliarios puedan prestar un excelente servicio.
